The Senate Public Safety voted 7-1 on Thursday for the bill by Senate Democratic Leader Randy Bass of Lawton.

The bill would make it a secondary offense, meaning a driver would have to be pulled over for another traffic violation. Coalgate Republican Sen. Josh Brecheen voted against the bill, voicing concern it allows too much government intrusion.
