April 28, an investigation was initiated by Warden Haskell Higgins of the John E. Hamilton Correctional Center after Brenda Hummel, a case manager at the center, discovered a letter written by inmate Marc Waddell to Malissa Duncan, an employee of the LeFlore County Detention Center.
According to the affidavit attained from the LeFlore County Court Clerks Office, inappropriate relations may have occurred during Waddell’s assignment at the LCDC. On May 7, Agent Randy Knight, an investigator with the Oklahoma Department of Corrections Internal Affairs Division, conducted an interview with Waddell. According to the affidavit Waddell claimed that on two occasions he received oral sex from Duncan while Duncan was performing her duties as detention officer at the LCDC. Waddell also claimed that Duncan presented him with a cell phone, tobacco and food while he was in the center. On May 11, Knight interviewed Duncan. Duncan signed a document entitled “Criminal Investigation Advice of Rights/Waiver of consent.” After signing the waiver she admitted to performing oral sex on Waddell, providing batteries for charging cell phones and tobacco. Duncan also admitted to receiving $20 from Martha Waddell, the Waddell’s mother, for giving him those items. Duncan was arrested on May 11 and transported to the LeFlore County Detention Center for booking. |
